COMMISSION NOT SATISFIED HAVRE DE GRACE, Md., April 12. There is a rumor that the racing commission is not satisfied with the rule pertaining to the closing of the mutuels which requires a long parade going to the post. It is said that a man will be appointed by the commission, whose duty is to ring a bell when the horses are within a sixteenth of the starting point. This bell will announce the closing of the wagering in the machines. It looks like a sensible rule to adopt and the change will be welcomed by race goers.
