RACE BILL FOR NEW JERSEY Maryland Benefits Pointed Out in inMeasure Measure to Be Presented as asLaw Law Amendment ATLANTIC CITY N J May 22 At the next session of the legislature the solons will be asked to consider a bill to revive racing in this state Assemblyman Joseph Altman said here today that an attempt will be made to bring back the sport with the parimutuel system of betting permitted permittedTo To legalize the sport it will first be neces ¬ sary to amend the state constitution The proposed bill would repeal the present amend ¬ ment which prohibits horse racing in the state The proposed amendment will provide further that the money accruing to the state from a tax on the parimutuel business be turned into the educational fund The amount of this revenue would be deducted from the present budget appropriations on a prorata basis among the counties which pay a tax for education educationAssemblyman Assemblyman Altman advances strong arguments in favor of a racing law He em ¬ phasizes the benefits to Maryland from rac ¬ ing pointing out that the superior roads throughout the state were constructed with ¬ out a bond issue due to the revenue from the turf To amend the New Jersey consti ¬ tution two successive terms o the legisla ¬ ture must approve the measure after which the amendment is presented to the voters by a referendum referendumIn In the event racing comes back in New Jersey assemblyman Altman says Atlantic City would profit greatly by the establish ¬ ment of a track to operate in the spring and fall off seasons He mentioned the outskirts of Atlantic City or Brigantine Beach as a logical location for the construction of a racing plant
