PROMISING YOUNG APPRENTICE HAVRE DE GRACE, Md., Sept. 29. J. B. Belk, who is campaigning a modest stable of horses, believes he has in the sixteen-year-old Howard Cruz a boy who will make a first class jockey as he gains in experience. The lad is from Washington and has been under contract to Belk for nearly a year. Young Cruz showed so much promise in his handling of horses that Belk gave him his first mount during the Aqueduct summer meeting, the boys mount finishing second. Young Cruz, who father is Spanish and a non-commissioned officer in the army, is well schooled for a boy Of his years and, being naturally bright, his contract employer believes he is sure to make good. He rides at eighty-seven pounds.
