FRAMES NEW YORK BILL ALBANY, N. Y., July 31. Senator James J. Crawford, Democrat of Brooklyn, sponsor in the senate of the Crawford-Wallace turf bill, which was defeated in the finance committee of that body after its passage in the Assembly by a vote of 117 to 17 at the last regular session of the legislature, said today that he has a new bill prepared for introduction at the extraordinary session should Governor Lehman send a special message asking the lawmakers to reconsider this legislation. Governor Lehman will not state his attitude toward legalized betting nor will he commit himself as to whether he will recommend the passage of a racing bill. It is pointed out that the governor cannot consistently approve such legislation as it would conflict with the state constitution which prohibits bookmaking. It is believed that at the capitol that this is the reason he declines to recommend any bills designed to change the law at this time, despite the fact that it would yield the state considerable revenue.
