RULE ON USE OF STARTING AIDS NEW YORK N Y May 13 As a result of discussion between the racing commis ¬ sion and The Jockey Club based on the sug ¬ gestion of the racing commission The Jockey Club has issued instructions barring the use of all instruments on horses at the start except on written instructions from the owner By instruments is meant twitches tongs ropes and other aids to get a horse off Sometimes horses are trained to their use and the owners have the right to con ¬ tinue the practice
