Off-Track Bill Beaten I SACRAMENTO, Calif., June 7.— A pro- ! | posal to submit to the voters a constitutional amendment legalizing off-track va- | gering on horse races was beaten here yes- i terday in the assembly. The vote was 35 to M 31 for the bill. Fifty-four votes were nee- 1 essary for its adoption. An accompanying 1 bill would have set up a system of licensing for wagering establishments under the jur- * isdiction of the California Horse Racing Board.
