AN ALABAMA "DOPESTER" IS FINED. Birmingham, Ala., July 4.-The first record of a fine for "loping" horses in Alabama was made yesterday when Judge Feagin assessed Oscar Brown, a horse trader, 0 for administering drugs for the purpose of producing higher speed.
