SMITHS0N LODGES A COMPLAINT. New York, July 20. C. C. Sralthson, owner of Bobble Kean, has formally lodged complaint with the stewards at Brighton Beach against Jockey Bell, O. W. Deppeler and . others, who are suspected in connection with the defeat of his horse on July 20. Smithson has told the stewards his belief that Bell took his horse up acting under some sort of orders from O. W. Deppeler, his manager, who was formerly Identified with John J. Ryans get-rlch-qulck schemes. Smithson believes that there Is some connection between Deppeler and the Cella books which, it is alleged, laid against Smlthsons horse when Bell rode him in such a flagrantly bad manner. Deppeler, on the other hand,- declares that he has never had any dealings with the Cellas and that as far as he knows Bell did his best with Bobbie Kean. Smithson states that Deppeler bet heavily on Bobble Kean the day the latter beat .Logistllla,. but .that . Deppeler didnt betadollar. on Bobbie Kean when Bell rode the race that caused the boys suspension. The stewards are investigating the matter with much energy.
