- OFFER AMENDMENTS TO THE BETTING BILL. Racing Interests Hold a Meeting and Determine Upon the Wide Circulation of a Petition, A numerously attended meeting was held recently in Fleet Street, London, to consider the best means to adopt to defeat the betting bill which has been proposed to Parliament in England. J. Marshall, the secretary, spoke at some length and gave a resume of what had been done. He said the only way to beat the opposition was to perserve to the end, as others had done in the past with success. After a protracted discussion and many speeches it was decided to send the following petition, as an amendment, throughout the country, the same to be presented to Parliament: 1. By making it an offense for any bookmaker to bet with persons under the age of eighteen years, instead of fifteen years, as proposed. 2. By making it an offense for bookmakers to bet with any females in any public place. 3. By removing the power of arrest without warrant. 1. By giving the bookmaker charged with betting with a person under the legal age the right to show that he had reasonable ground for believing such person to be of such legal age. 5. By providing for the registration of all persons carrying on the business of bookmakers.
