GOV. FOLK ASKS FOR AN AMENDMENT. Wants Missouri Leqislature to Make Bettinq by Telephone Punishable by Fine. St. Louis. Mo., January 5. — In his message to the legislature, just convened at Jefferson City, Governor Folk asks for an amendment to the anti-betting law. He wants the law made so strong that it will penalize the use of the telephone for the transmission of bets on horse races to any point in or out of the state. He hopes by such an amendment to eliminate the possibility of a reopening of the racetracks under the recent decision of the Supreme Court in the Oldham case, and further that the business of handbookmakers in this city will lie wiped out.
