RACING COMMISSIONS ATTITUDE. New York, August 28. "There is not the slightest hostility on the part of the Racing Commission against the Empire City track," said Chairman James W. Wndswortli after his visit to Yonkers yesterday. "What the Racing Commission wishes to prove is tle right to grant, licenses. If the state racing authorities have not the right under the law to grant or refuse permission to bold racing meetings, then I cannot llnd an excuse for the existence of such a turf body."
