MATT WINNS MEXICAN RACING PLANS. J Cincinnati. O.. July 5. Colonel Matt J. Winn has unliounded confidence in tlie success of the Mexican racing venture, especially at Juarez, across the river from El Paso. There racing will begin in the latter part of next November. Work on the plant has been started, and everything is expected to be ready long before the opening day. Colonel Winu had his mind made up to visit Arcadia and see the way the speediest course in America is laid out. but was told that the plant out there was a reproduction of tlie one built at Salem, X. II.. near Boston, which proved a frost on account of restrictive laws. So he is going there to look it over. It will be American racing at Juarez, and it is expected that the bulk of the patrons will be from the. United States. Therefore the races will be run at the usual time of the day. If the plant at the City of .Mexico is ever built Colonel Winn might face a problem. When Bob Pate opened his track there lie began the races at 2:0 in the afternoon. He did not figure on the Mexicans siesta. The majority of the inhabitants of tlie big cities never stir out of the house between the hours of 12 m. and 3 p. m. That is the time for a nap. Then the bull fight begins. That Is the problem before Colonel Winn, for Bob Pates opening was a frost and the high-toned Mexicans were coming to tlie course after the races carded for the day were over. " Colonel Winn lias thought of this, and if the racing materializes at the City of Mexico he figures that the morning will be tlie best time for it, beginning at 10:30 a. in. and finishing at 12:30 p. in. He doesnt intend to conflict with the bull lights or break up the siesta.
