INNOVATIONS AT FORT ERIE. Buffalo, N. Y., July 5. Robert C Palmer, who is in charge of the clubhouse organization- at Fort Erie for the Niagara racing, reports great success in the enrollment of members, and " the clubhouse bids fair to be a popular rendezvous for the fashionable followers of the sport during the meeting. A club membership costs 0. The management of the meeting has adopted several regulations in the nature of innovations. For one thing, professional dockers and touts will be barred from the grounds. In deference to the expressed wishes of many of the horsemen, -assistant starters will not be permitted to use whips at the post. All entries in excess of the number permitted under the rules of the Canadian Racing Associations will be withdrawn by lot in public each day, after the closing of entries in the secretarys office at the track. The positions of horses at the post, heretofore drawn over night at Fort Erie, will .be drawn by lot after the jockeys have been weighed out for each race, and the number of the post position for each horse will be displayed on the jockey board.
