COMMITTEES POWER TO BE EXTENSIVE. Wilcox Bill Relative to Racing in Canada May Be Amended or Superseded. Ottawa. Que.. May 4. — The parliamentary committee to be appointed to dial with the bill submitted l.v Oliver Wilcox. North Essex, lias been finally deciilcd upon. The Liltcruls first asked to serve upon the committee were Charles Wilson. Laval, and Lieut. William F. Carroll, ape Breton. N. S. Lieut. Carroll is home on leave of absence from service at the front for the parliamentary session, and is not anxious to assume committee iluties. which may involve his detention longer than is necessary from overseas service, while Charles Wil son. K. C. desires his place- on the committee to be t.iken by David A. I.afortune, K. C, Montcalm, whose constituency brings him in dose touch with the Dorval track. It is accordingly understood tiiat Mr. f afarl— II and W. W. Gorman. Welland. will take the place of Mr. Wilson and Lieut. Carroll on the committee. Hon. C. J. IMierty. minister of justice, stated that he would in all probability do little else in presenting the matter to the house this week than move for the appointment of the committee. It will be given somewhat extensive powers as to the gathering of information, and will be free, not alone to amend or change the Wilcox bill, but in case its investigations so warrant, to prepare and submit an entirely new bill based upon the facts the committee may collect and learn. The prevailing impression here is that Parliament will not lie inclined to radically interfere with the conduct of legitimate and well governed race tracks of legitimate racing, but. then hi strong sentiment in favor of putting out of business "mushroom" concerns launched for speculative purposes and believed to be operated entirely for the proceeds of the betting ring. Speaking in Parliament last night. Hon. Mr. Doherty stated that before finally moving the aaatet of the committee he desired to confer further with F. F. Pardee, chief Liberal Whip, as to the Liberals to be named on the committee. For this reason he asked the indulgence of the House for another day. when he anticipates lioing in a position to make a definite announcement as to the composition of the committee and its work.
