CANADIAN RACING SITUATION Parliament Will Deal with Important Legislation Early Lawyer Raney Sworn In. TORONTO, Out., November 14. According to word from Ottawa important legislation dealing with the problem of race track betting will be introduced at the regular session of parliament, which the government has promised the members will open early in the new year. The legislation will be based upon recommendations to be made by Dr. J. G. Rutherford, the commissioner ap-. pointed by the government in August to thoroughly probe the whole matter, including such questions as the character and methods of operations of race meetings, the general effect of race meetings and the betting upon the community, and the effect of racing upon the production of improved breeds of horses and thoroughbred stock. Dr. Rutherford has held sittings for the taking of evidence in all parts of Canada, excepting the maritime provinces. Asked when he would make his report, Dr. Rutherford said it would be necessary for him to hold a few more sittings in the east, but his report would be ready for parliament before it meets. W. E. Raney, K. C, of Toronto, who has led the fight of the alleged moral reformers in Canada against race tracks and r.ice track betting for the past fifteen years, was sworn in today as attorney-general of Ontario in the new United Fanners government. By the strange irony of fate Mr. liauey was sworn in by the lieutenant-governor, Sir John Heudrie, whom Mr. Raney has attacked personally for years because of the latters connection with Canadian race tracks. - 1 :
