BETTING AT WINDSOR TRACKS LEGAL WINDSOR. Out.. August 31. Betting at the Devonshire and Windsor Jockey Club tracks hen; was held to be legal in a decision .Monday by Magistrate W. E. Gundy of Windsor police court. A complaint bad been made by provincial ivolice against operators of the two tracks maintaining of gambling devices without express authority in their charters being charged. The case was intended as a test. E. It. Bailey, assistant attorney general for Ontario, announced previous to the decision that it would be appealed, regardless of the vutcowv.
