GERMAN BOOKMAKER " WELSHES " BERLIN, Germany, August 27. The biggest bookmaker in Germauy. a man named Koehn, is a bankrupt, and he owes his thousands of clients over fortyreight million marks.. Koehn owned a palatial house in Berlin and a luxuriously furnished villa in the country. Throughout Germany he had over twenty largo brandies, and these have also defaulted. Legal proceedings are to be taken against him.
