JUDGE NELSON IN CHICAGO . Judge Francis Nelson of Toronto, presiding steward on the Canadian Racing Associations tracks, passed through Chicago yesterday on , his way to, California. He intends to make a short visit in San Francisco, then tour tha state before going to Tijuana, where he again will act as presiding steward during the winter meeting of the Tijuana Jockey Club.
