MILTON ENFORCES RULES LAUREL, Md., Oct 30. E. Atkinson drew a three-day suspension from starter Milton yesterday. In the first twenty days of the meeting Milton suspended a dozen riders for a total of- thirty-eight days, according to the record on the scale book.
