OFFICIAL STAFF COMPLETE M. N. Macfarlan Added to List of Supervisors of Racing at Fair Grounds. NEAr ORLEANS, La., Dec. 24 The Fair Grounds official staff was made complete when M. X. Macfarlan Avas appointed associate handicapper to Joseph McLennan and Julius Reeder was appointed assistant to Mr. McLennan in the secretarys office. Mr. Macfarlan in addition to his other duties Avill serve as assistant to Joseph A. Murphy, in the distribution of horsemens badges, and will look after claims and other details in the office. Mr. Reeder Avill look after the preferred list and other details connected with the entry box, scratches and oernight entries. It has also been decided that in the New Orleans Handicap and other big features, the weights Avill be adjusted by a board of han-dicappers composed of Mr. McLennan, Mr. Macfarlan and Judge Murphy, with Mr. McLennan as chairman. Starter Hamilton has accepted the suggestion of placing his department under the jurisdiction of the stewards and in future all suspensions of riders and the schooling list will be created and remoAed by suggestion of the starter, but only through action of the stewards. "When a horse has been placed on the schooling list, it cannot be removed until schooled in the presence of one of the stewards and upon both his recommendation and that of the starter. A meeting of all of the officials has been called for next Monday morning at ten thirty, when the Avork will b2 carefully planned for team work and when the stewards will pass on the applications for licenses of trainers and jockeys. No badges will be issued to the stable until the license of its trainer has been filed and approved. The first race will be run at 2 :00 p. m.
