Illinois Racing Bill Killed SPRINGFIELD, III., June 10— The Mitchell racing bill was killed in the lower house late last night by a vote of 74 to 54. The bill needed 77 vo.et fcr passage, so failed by the small margin of three. Representative 0 Grady attempted to save the measure for a later roll call by moving to postpone consideration before the vote was announced, but the opposition prevailed with the above mentioned result. The Mitchell measure was introduced into the lower house by Benjamin Mitchell of Chicago and was sponsored by the Illinois Jockey Club. The bill provided for a racing commission and the legalizing of the pari-mutuels. Later en an amendment was inserted calling for a state-wide referendum on tho proposition and it was thought that this clause would a.d in its passage.
