KILL ANTI-RACING MEASURE SACRAMENTO, Calif., May 9. — The senate killed the Rochester bill here late yesterday evening, by the decisive vote of 31 to 7. The bill sought to prohibit the buying or selling of "options" on horse races or other tests of speed, skill or power, and was aimed at the Pacific Coast Breeders Association, which sponsors the Tanforan race meetings. "This is just another one of those anti-this-and-anti-that measures," declared Senator Tubbs. of San Francisco, in opposing the bill. He pointed out that there had been no public demand for the bill, and paid glowing compliments to the high standing of the representative citizens bacljfng the breeders association, and the high quality of the sport as conducted at Tanforan.
