HIT THE HALF-MILERS New York Jockey Club Takes Action Against Independents. No Licenses for Trainers and Jockeys Who Patronize Such Tracks Other Rulings. NEW YORK, N. Y., March 17. The tabling and denial of jockeys and trainers licenses and action against independent half-mile tracks was ordered by the stewards of The Jockey Club at a meeting here today. Jockey Edward Jelly was denied a license, while the application of Lavelle "Buddy" Ensor, who is riding winners at Tropical Park after a successful comeback campaign in Havana, was held over for future consideration. Ivan Parke was denied a trainers license and the applications of trainers Robert V. Boyle and George W. Phillips were laid on the stable. Boyle will be given a hearing. Action against half-mile tracks was embodied in the following resolution: -On motion, duly seconded, it was voted that the stewards at all meetings be, and hereby are, requested not to grant temporary licenses to jockeys or trainers who, during the year 1932, participate in half-mile track racing other than on such half-mile tracks as are duly licensed by a state racing commission or other recognized turf governing body, or racing conducted by a bona fide state, county or other fair association for a period not exceeding five days." The tabling of Ensors application, assistant secretary Algernon Daingerfield stated, does not mean that he will not be granted a license in New York. It was indicated that if further reports awaited by the stewards are favorable the one-time New York star rider will be seen again in colors this year. Many licenses recommended by the license committee were granted trainers and jockeys at the meeting. The latter, while a member of The Jockey Club, is not a steward, but to have a quorum he was appointed deputy for George IT. Bull, who is in South America. Stewards were appointed to represent The Jockey Club at various meetings this year. George H. Bull will officiate at the spring meeting of the Metropolitan Jockey Club at Jamaica. Joseph E. Widener was appointed to serve at the summer and fall meetings of the Westchester Racing Association at Belmont Park and the summer meeting of the Saratoga Association. H. W. Maxwell will be the. steward at the summer meeting of the Queens County Jockey Club at Aqueduct, and A. H. Morris will be in the stand at the Empire City summer meeting.
