OPEN BOOKMAKING FOR FAIR GROUNDS TRACK I .... , - SAN FRANCISCO, Calif., Oct. 5. Open bookmaking will return to New Orleans this winter, according to Judge Joseph A. Murphy, general manager of the Fair Grounds track at the Crescent City under its new regime and ownership. Not only this, but a curb will be placed on "comeback" money and an effort will be made to have the pre-race approximate "readings" of odds conform closely to the actual pay-off. "We shall make some marked changes in some "of the Fair Grounds policies, including that of the conduct of the club house," judge Murphy said. "Suggestions have been made that we turn it over to the layers of odds. Both laying of odds and co-operative betting are legal under supreme court decisions in Louisiana. I have had an open mind on the question of turning the club house over to a system other than co-operative."
