SIGNS WEST VIRGINIA BILL BALTIMORE, Md., May 18.— Senator Earl H. Smith, of Fairmount wired today that his racing bill has been passed and signed by the governor, which means that West Virginia will have horse racing With pari-mutuel wagering. A track, which will have the backing of several Baltimoreans will likely be built in the northern panhandle of the state in time for a fall meeting. Senator Smith introduced a bill several months ago, which the governor vetoed after it had passed both the house and the senate. He then secured a copy of Marylands law and aided by M. C. Shea of Baltimore, drafted a bill, which again passed the house and senate and was made a law by West Virginias governor. The father of West Virginias racing bill, who was an interested spectator at the Preakness, will come to Bowie Saturday to see how the Southern Maryland Agricultural Association conducts its meeting.
