PASS TEXAS RACING BILL DALLAS, Texas, May 18.— The Texas senate today voted to legalize horse race betting in Texas. The measure now goes to the governor. 1 Final action on the measure came today, when the senate voted 19 to 9 to adopt the conference report on the departmental appropriations bill, carrying a rider to permit the certificate system of betting on horse races. i The house adopted the same report yesterday. The deciding vote in the senate was taken this af teroon after Lieut.-Gov. Edgar E. Witt had overruled a series of points of order against it and the senate had refused 18 to 11 to reject the report and order a new conference committee appointed. I
