CONFER ON SYRACUSE OPTIONS NEW YORK, N. Y., July 5.— Herbert Bayard Swope, chairman, and John Hay Whitney, of the New York State Racing Commission, conferred here Wednesday night on the betting situation at Syracuse. The Onondaga Racing Association is using the "option" system of wagering, which is virtually the pari-mutuel method, illegal in New York. * The state racing commission warned the management that "strict compliance with the law" would be required, before the meeting opened Wednesday. Whitney flew to Syracuse for the opening and conferred with chairman Swope upon his return to New York. After their special meeting, the commissioners announced that they are awaiting the opinion of Assistant Attorney General Joseph N. Mesnig before taking action.
