ANOTHER DETROIT RULING DETROIT, Mich., July 17.— The stewards of the Detroit Racing Association issued the following ruling today: "Effective for the races of Thursday, July 19, and continuing until further notice, there will be no apprentice allowance in any two-year-old claiming race at any distance at this track." Judge Joseph A. Murphy, who is serving as racing secretary, also stated that when possible he would try to fill a race daily carrying no apprentice allowances. a
