ALLREDS SECOND MESSAGE Texas Governor Calls for Measure Measureto to Prevent Betting on Dog DogRaces Races and Eookmaking AUSTIN Tex June 7 Governor Allred today submitted his second message to the special session of the State Legislature and In it called on the legislators to pass a bill which will prevent betting at dog races and another to tighten existing laws against bookmaking He outlined his ideas of how this could be done doneThe The message also called for clarification of laws dealing with slot and marble machines machinesGovernor Governor Allred was preparing this after ¬ noon to sign the Nelson mutuel repeal bill proposed last week This and all other laws enacted by this Legislature will go into effect ninety days after the close of the ses ¬ sion unless one or more of the bills should be passed by a twothirds majority in both Houses in which case the Governors signa ¬ ture would make such a law effective imme ¬ diately
