Chapped and Two Officers Of HBPA Go to New York GARDEN STATE PARK, Camden, N. J., April 29.— Dan Chappell, national president of the HBPA, who has been a guest of the races at Garden State Park, left for New York today to preside over Sundays meeting in the Hotel New Yorker of the organizations board of directors. Following the New York parley, Chappell will stop at Pimllco en route to his home in Miami. M. E. Buxton and W. E. Charles, Jr., vice-president and secretary-treasurer, respectively, of the New Jersey division of the HBPA,- also - went to New York for the meeting.
