JAMES LOUGHMAN DIES AT KENOSHA. James Loughman, widely known as an official on the western turf, died at Kenosha, Wis., Wednesday, and ills body was brought to Chicago yesterday for interment. Mr. Loughman was 43 years of age and for more than a dozen years he had officiated at the Chicago tracks, usually as paddock judge and frequently as timer. He had been suffering from Brights disease and dropsy for more than a year. He was compelled to abandon his duties at Memphis in the spring, coming to Chicago where he remained until two weeks ago, when he was sent to the sanitarium at Kenosha. He was a qniet man who did his duty as he saw It aud enjoyed the friendship of horsemen generally.
