PRICE TO JUDGE; DWYER TO START. Cincinnati, O., August 1G. Matt J. Winn was at Latoula today, having stopped off en route to his home in. Louisville from Fort Erie. He reports that the sport at that Canadian track is the best in its history and that the patronage is better than ever before. While at Fort Erie he closed arrangements for Charles Price to serve as presiding judge at Churchill Downs, also for Dick Dwyer to act as starter. Will Shelly will act as associate judge. Mr. Winn did not think that a meeting of the directors of the American Turf Association would be held before the latter part of this month. Many horsemen that Mr. Winn met while in the east assured him that they would ship to the Falls City for the meeting there.
