KENTUCKY STATE FAIR RACING OFFICIALS. Louisville, Ky., August 10. Matt J. Winn will have charge of the racing during the Kentucky State Fair at Churchill Downs. Charles F. Price will act as presiding judge. Lyman Davis will be racing secretary. Will Shelly will do the starting. The sport will be conducted under the rules of the American Turf Association.
