HACKMEN CHEAT THE TRACK. Saratoga, N. Y., August 24. The discovery was made today that the hackmen engaged In carrying racetrack patrons inside the grounds were using forged admission cards, thus evading the tax of 75 cents imposed on all rigs that desire to enter the Inclosure. Hereafter a different colored card will be issued daily.
