Baileys Magazine says the principle complaint of the rank and file of racegoers In England is that the racing is not sufficiently watched. It urges the employment of paid stewards and suggests that the Jockey Club take the initiative in that direction. The executive of any race course has the right to change from the honorary to the paid steward, but the meetings are so short at the several courses that unity in the movement would be necessary to secure competent officials and provide for them sufficient employment, and compensation.
