RESTRICTIONS FOR SAFETY. Houston. Tex.. November 14. Joseph A. Murphy, the presiding judge at the present meeting, has stated that in order to insure safety to all the horses he will not allow more than ten horses to start in nny one race. This is a sound and logical ruling, for with the sharp turns and the proclivity of many horses to run out, it really endangers the life of apy boy riding in a race where there are over a dozen starters. Judge Murphy is too well known as a friend of the horsemen to make any ruling that would be detrimental to them in any manner, for he has always tried to make the demands and needs of the horsemen his prime object wherever he has otficjftted,
