EXPECT RACING TO REVIVE SLOWLY. The New York track owners say that it will bo several years beforo the large crowds of 1907 will return to the races, but they maintain that if the courts define just what Is possible in the way of individual speculation under the law. followers of the sport will not be afraid of arrest if they visit the tracks. In a word the tracks intend to begin at the bottom and build up the sport by degrees. A number of new rules regarding speculation will probably be put into effect and in that way betting will be conducted under a more rigorous control than, ever before.
