SECRETARY JASPER ARRIVES AT TIJUANA. San Diego, Cal., November 3. Edward Jasper, racing secretary and handicapper, arrived here last night. Jasper was more than optimistic regarding the coming winter meeting and mentioned many cars of horses that he knew are coming this way. Jasper lias his book ready for opening week and copies of the same will be distributed tomorrow. He plans on having a mile dasli for an opening handicap and it did not take him long to learn that the horses now situated at the track are fit and ready for the distance. The big special of eight cars of horses and two Pullmans from Kentucky is due here in the morning. They will be cared for immediately, so far as custom house duties are concerned. President Coftroth is rushing the work on his stalls. Fifty carpenters were busy on the hill back of the track building stalls today. The surprising number of horses that are headed this way have caused the fastest kind of action. A conservative estimate regarding the number of horses that are coming here lias been placed at 700.
