NEW PRESIDENT FOR FAIR GROUNDS John Pender Succeeds John Dillon as Head of Business Mens Racing Association. New Orleans, La., September 13. John T. Pender has been elected president of the Business Mens Racing Association, to succeed John Dillon, who recently resigned. No decision has been readied as to what system of betting will be used at the Fair Grounds during the winter meeting, beginning on January 1. The officials of the Business Mens Racing Association ire awaiting the decision of the Supreme court of Louisiana in the Jefferson parish test case. Mr. Pender replaces John Dillon, who resigned as president more than a month ago. Neither Mr. Dillon nor the Board of Directors of the Business Mens Racing Association offered any explanation of his resignation. John Dillon was made the head of the association when Dr. George A. McDiarmid resigned following the adverse decision of Judge Chretian, of the Criminal District Court, in the trial of the Board of Directors on the charge of violating the Locke law at the Fair Grounds during the 1917 meeting. Several directors of the association also tendered their resignations following Judge Chretians ruling on the mode of betting as conducted at the Fair Grounds track. Among those resigning were Aictor Lebeau and Archibald Marks. Major A. D. Stuart has since resigned. Although at first it was believed the information filed by District Attorney Luzenberg against the hoard of Directors of the association was to make a test case and get an interpretation of the Locke law regarding the words "any other device," no appeal was taken to the Supreme Court. After the associations attorney, John P. Sullivan, informed Judge Chretinn that no appeal would be taken, that magistrate suspended sentence on the members of the board. As no final interpretation was obtained in this case, several race horse men decided to make a test case in Jefferson Parish some months ago. The men participating in the test were found guilty by the lower court, and their appeal is now pending in the Supreme Court.
