NEW HORSE SHIPPING REGULATIONS TORONTO, Out., September 27. A notice has been sent to representatives of the United States eustoms here of neAV regulations recently adopted by the treasury departmnt iu reference to shipping thoroughbreds across to tlie States. In future horses will be cleared at the American lines only between the hours of 8 a. m. and 4:30 p. m. Horses arriving after 4:30 p. m. will be held over at the border until tlie next day. An invoice will be required showing in detail not only the horses but all of the traps, effects and everything contained in the car and anything found in the car which is not mentioned iu the invoice Avill result iu the car being detained.
