JUDGE MURPHYS OPINION NEW ORLEANS La February 21 Joseph A Murphy has returned from Chi ¬ cago where he went to attend the Derby Dinner and to discuss plans for the restora ¬ tion of Chicago racing racingDespite Despite a blizzard and another banquet at the Iroquois Club we had over four hun ¬ dred representative men of Chicago present and the greatest enthusiasm was shown said he in discussing the matter matterChicago Chicago is ready for racing of the proper kind A group of leading citizens is spon ¬ soring a racing bill that will permit mutuels and limit race track profits to 10 per cent the remainder to go to the state I would not undertake to say whether this bill can pass or not but my friends and myself have decided to give it a clear road to success successIf If it fails another group of rich men is ready to underwrite a million dollar plant and operate under the present laws of the state This underwriting is contingent upon Hawthorne being placed under stabilized control with sufficient money behind it to make it habitable for the better class of people and to insure all obligations to horse ¬ men being paid in spite of any contingency When this has been accomplished I believe things can move fast in Chicago
