REINSTATE JOSEPH H0SKINS Trainer Ruled Off Last Year Wins Favorable Ruling at Montreal. MONTREAL, Que., Oct 10. Joseph Hos-kins, who was ruled off the turf by the stewards of the King Edward Park Jockey Club because of a questionable race in July, 1922, has been reinstated by the Quebec Breeders Racing Association. The association met last Saturday and voted a termination of the ruling against Hoskins. Hbskins plans to resume his activities as a trainer. He owns one horse, the four-year-old Pepper Tea.
