RULES FOR JUVENILE RACES Youngsters Must Be Registered and Schooled in Order to Start at the Fair Grounds. NEW ORLEANS, La., Dec. 17. The fol-loAving important notice to owners and trainers was released Wednesday by secretary Joseph McLennan of the Fair Grounds: "Races for foals of 1923 Avill be giAen commencing January 1. Entries will be accepted only after proof of registration and names al-loAved by the registrar of the Jockey Club haAe been submitted and approAed, and upon approA-al of schooling by the starter. No blinkers or spurs Avill be permitted in these races." Naming blanks may be had upon application. Blanks for registration of horses are noAV ready for distribution and the attention is called to those making said registration that all registrations must be registered correctly as to the ownership of said horse, as no claim Avill be recognized in any claiming race unless the claimant has correctly registered the said horse. All applications for trainer and jockey licenses and authorized agents must be applied for before Monday, December 29. Applications may be made at the secretarys, office at the Fair Grounds between the hours of 9 and 11 :30 a. m., and from 2 to 4 :30 p. m. at Jefferson Parle
