USE OPEN CLAIMING RULE NEW ORLEANS, La., Feb. 3 Beginning Friday the Kentucky or closed claiming rule will be abandoned by the Louisiana Jockey Club in favor of the open or eastern rule, as prevails in Maryland and New York. A committee of horsemen called upon Col. John P. Sullivan, managing director of the Louisiana Jockey Club, this afternoon, asking that the open rule be adopted and, upon establishing beyond question the fact that an overwhelming majority of the horse owners here favored such a change, Colonel Sullivan announced that the new claiming regulation would go into effect Friday. It was said that horsemen plan to take steps to have the closed rule abolished in both Kentucky and Illinois this year.
