RULING AT TANFORAN SAN BRUNO, Calif., April 30.— The stewards issued the following ruling Friday: "No further entry of the horse Forty Niner will be accepted until some means is devised to keep him from lugging the rail. The horse cannot be taken off the rail, and jockeys have reported the horse might cause an accident."
