BEGIN WORK ON KYNE TRACK NOVEMBER 15 j ....... 4 SAN FRANCISCO, Calif., Oct. 19. Active work on the construction of the new racing plant in Contra Costa County will begin November 15, William P. Kyne announced today at the headquarters of the California Breeders Association, which is sponsoring initiative measure number 5 oh th ballot November 8. The new track will open for a twenty-five day meeting as soon as the plant is completed, which probably will be the middle of January, Kyne stated. "I am actively engaged in the campaign for the racing bill at present and this work is requiring all of my time," Kyne said. "But immediately after election I will start work on the new track at San Pablo, and we will race there regardless of the vote on the racing bill. "However, I am particularly interested in how the people of Contra Costa County and vicinity vote on this measure, and I am hopeful of a favorable result. Should the people of that district give initiative measure number 5 an overwhelming victory, I will endeavor to reward them by constructing one of the finest plants in the country and giving them the very best of racing. "I am particularly interested in the success of the racing bill, because it assures the public protection and gives the state a revenue to which it is entitled. Any person can operate a track now and not pay the state one cent in taxes, but I am more than willing to pay this tax, because taxpayers are entitled to a reduction of their burden by this means."
