PROSPECTS AT BAY MEADOWS Successful Meeting Assured With 300000 in Prizes Offered New San Francisco Track Will Accommo ¬ date Thirty Thousand Kyne Will Try Numerous Innovations SAN FRANCISCO Calif July 26 A new deal for racing fans in California will be in ¬ augurated at Bay Meadows in October OctoberThe The new deal formulated by William P Kyne builder of the track will include the following outstanding improvements improvementsA A modern and beautiful plant situated so as to give the public convenient transporta ¬ tion facilities and ideal climate free from cold fog and high winds windsComplete Complete protection in the mutuel depart ¬ ment by means of a 250000 totalizator and glassenclosed booths for Daily Double and quinella sales salesClean Clean honest racing furnished by the best grade of thoroughbreds in the country and supervised by the highest type of turf offi ¬ cials available To attract the best horses in America Bay Meadows will offer 300000 in purses in ¬ cluding a 25000 handicap Most of the eastern tracks will be closed for the winter before Bay Meadows opens and the track will have little competition for good horses An additional inducement to eastern horse men to ship west will be the meeting at Los Angeles which will follow Kynes making a winter racing season on the coast of 100 days daysTo To enforce the strictest of rules for the actual running of the races Kyne has se ¬ cured a staff of officials whose integrity is unimpeachable They are men who will tol ¬ erate nothing but the cleanest of racing C J FitzGerald the presiding steward serves at a number of the large eastern tracks and is regarded as one of the outstanding offi cfals on the American turf turfThe The track will accommodate approximate ¬ ly 30000 persons and is located between two main highways and less than a block from the Southern Pacific line It can be reached by automobile from both San Francisco and Oakland in thirty minutes The railroad will run race specials which will make the trip from downtown San Francisco to the track in tw ntv minutes Buses and street cars also will offer special service serviceOne One of the most important features of the new deal in racing will be the new mutuel department which will guarantee patrons a square deal in mutuel prices The totalizator will automatically register and total on large odds board all wagers as they are made making it possible for the public to know before a race is run the exact amount wagered on each horse to win to place and to show and the total of each of those pools With these figures the correct payoff can be determined by any individual before the race is over The overThe instant the horses are off the ticket printing machines in the mutuel booths which are connected with the odds board are automatically locked making it impos ¬ sible for a ticket to be issued after a race is started At intervals of every thirty sec ¬ onds during the program of betting the totalizator flashes the odds on each horse The odds and totals on the board at the time wagering is halted are final and remain on the board until after the prices are posted postedThe The Daily Double and quinella have no connection with the totalizator being sepr arate pools But Kyne has devised a method all his own to satisfy the public on this point These two forms of tickets will be sold from glassenclosed booths and when sales are closed the seller will step out lock the booths and turn them around so the public may check the exact number of sales on each combination and the total of the pools poolsIn In addition to these two tamperproof de ¬ vices state inspectors will be in the mutuel department checking all money handled and supervising operations operationsIt It was Kynes desire to improve racing in California and elevate public confidence in the sport that caused him to sponsor a dili ¬ gent campaign for legalized racing Under the option system which prevailed prior to passage of the racing bill the public had no way of knowing what percentage the track retained and Kyne considered this harmful to the game Construction gameConstruction work on the track has not been interrupted by strike conditions and work is up to schedule The grandstand is more than half finished with workers busy on the mezzanine floor Grading of the track and infield has been completed and grading crews have begun on the large parking space and eightyfoot roads leading from the Bay Shore highway and El Camino Real to the track Construction of the clubhouse and barns will begin within a week or two
