Ashley T Cole NASRC Committee Report ReportConstitution Constitution And ByLaws ByLawsAshley Ashley T Cole New York chairman Melville H Haskell Arizona Dwight Murphy California Byron E Redman New Hampshire 1 The Committee made a comprehensive report to the 1952 Meeting at San Fran ¬ cisco and that report with certain amend ¬ ments made from the floor met with general satisfaction The Con ¬ stitution and ByLaws as then amended have been so implemented that it is now in the opinion of your Com ¬ mittee entirely a d e quate for the full functioning of the Asso ¬ ciation ciationThe The Committee however would make one recommendation as follows Subdivi ¬ sion b of paragraph marked 1 which is entitled Purposes reads as follows followsb b To promulgate and to recommend to state boards and commissions rules and regulations for the effective conduct of race tracks under state control controlPower Power Should Be Extended ExtendedIt It is the judgment of your Committee that the powers of the various state rac ¬ ing commissions and boards extend to the conduct of race meetings rather than to race tracks The tracks are physical things which are in the care of the execu ¬ tive officers and particularly the superin ¬ tendents of the various racing associa ¬ tions operating these tracks The jurisdic ¬ tion of the Commissions and Boards gen ¬ erally extends to raqe meetings meetingsYour Your Committee therefore recommends the adoption of the following resolution resolutionRESOLVED RESOLVED that Subdivision b of Article 1 entitled Purposes of the Con ¬ stitution and ByLaws of The National Association of State Racing Commissioners now reading as follows followsb b To promulgate and to recommend to state boards and commissions rules and regulations for the effective conduct of race tracks under state control be and the same hereby is amended to read as follows followsb b To promulgate and to recommend to state boards and commissions rules and regulations for the effective conduct of race meetings under state control
