MacPhaiJ Denounces Maryland Commission 4 4Takes Takes Issue With Governing Body Over Recent Suspension BEL AIR Md June 9 Larry S Mac Phail former president of the Bowie race track today broke a silence of almost two months when he issued a statement from Glenangus Farm his breeding establish ¬ ment near here in which he denounced the Maryland Racing Commission for suspend ¬ ing him and barring him from the track for conduct detrimental to the best inter ¬ ests of racing This action was taken April 14 last three days after MacPhail had en ¬ gaged in an argument with certain horse ¬ men in the Bowie clubhouse After leaving the track MacPhail became embroiled in a dispute with a state trooper and was placed under arrest charged with disorderly con ¬ duct drunkenness and assault His suspen ¬ sion by the commission was based on the earlier incident on the track property and not the altercation with the state trooper trooperIn In his statement today MacPhail charged the commission with being malicious and arbitrary interference and usurpation of the prerogatives of management among other things MacPhail said that he had refrained for commenting on the Bowie in ¬ cident heretof ore on the advice of his phy ¬ sician and counsel Accused f of using abu ¬ sive and profane language he said that was a matter of opinion If however I of ¬ fended any bystanders I offer sincere apology he said saidMacPhail MacPhail took issue specifically with chairman D Eldred Rinehart and H Cour tenay Jenifer of the Maryland commission He charged that they attempted to inter ¬ fere in violation of Maryland racing law with the operation and management of the joint BowieLaurel spring meeting made decisions with respect to purses assumed the right to determine policies as to admis ¬ sion prices and the issuance of passes and proposed to act as arbitrators in disputes between the horsemen and the track MacPhail declared I am concerned as an individual with the best interests of t Maryland racing He proposed that the present commissioners resign to afford the Governor the chance to appoint a newj board boardBOSTON BOSTON Mass June 9 D Eldred Rinehart chairman of the Maryland Rac ¬ ing Commission who is attending the annual convention of the National Associa ¬ tion of State Racing Commissioners now being held here at the SheratonPlaza Hotel withheld comment on the statement issued by Larry S MacPhail at Bel Air i Md today I can not comment said Commissioner Rinehart Until I have read Mr MacPhails remarks and studied them
