RACING CONCESSIONS ANNOUNCED. Chihuahua, Mexico, July S. Official publication was made here yesterday of the concession which the state government has granted to the American syndicate headed by J. G. Follansbee for the establishment of a race track at Juarez, opposite El Paso. Colonel Matt J. Winn, of Louisville, Ky is giving the establishment of the new track his personal attention. The syndicate will also build and operate tracks at Nuevo Laredo, opposite Laredo. Tex.: at Torreou and two or three other places in Mexico.
